Lots of people do not know most of the rules, maybe add in a /rules or something? I just met a guy who thought it was okay to build inside of a permanent structure. This might be important, or just something random...
That rule has been around since the servers started over two years ago. Maybe, just maybe, the player should do like any other conscientious player and... Check the forums. Unturned, General, Base Rules? Been there almost a year.
