Correct. It must be crafted or found at one of the construction sites. They can be sold to the shop. Note the shop hasn't been updated in a while. Many items have been introduced to the game and the database refuses to accept most updates from within the game. Updating the information directly at the server can not be accomplished by Sr. Mods.
